Common Prayer Doctrine
I exhort therefore, that, first of all, ..., prayers, ...; For kings, and for all that are in authority; 1 Timothy 2:1abce,2ab
Even as Sodom and Gomorrha, and the cities about them in like manner, giving themselves over to fornication, and going after strange flesh, are set forth for an example, suffering the vengeance of eternal fire. Jude 7
The LORD is looking and searching for a particular knowledge of salvation in this present time and season; such a principle matter undergirds salvation of whole cities.
Thus saith the LORD of hosts; It shall yet come to pass, that there shall come people, and the inhabitants of many cities : And the inhabitants of one city shall go to another, saying, Let us go speedily to pray before the LORD, and to seek the LORD of hosts : I will go also. Yea, many people and strong nations shall come to seek the LORD of hosts in Jerusalem, and to pray before the LORD. Zechariah 8:20,21,22
Prayer concerning those in authority is to be done during common assemblies of the saints. An order of prayer for particular people set in authority followed by open space for oracles of prophecy shows forth the operation of 'governments' within common assemblies.
Thus saith the Lord God, Behold, I will lift up mine hand to the Gentiles, and set up my standard to the people : and they shall bring thy sons in their arms, and thy daughters shall be carried upon their shoulders. Isaiah 49:22
For thus saith the LORD; Sing with gladness for Jacob, and shout among the chief of the nations : publish ye, praise ye, and say, O LORD, save thy people, the remnant of Israel. Jeremiah 31:7
Lastly, prayer for synagogues within certain cities is to be made with a direct intent for the salvation of whole synagogues.

Such a prayer doctrine will encourage preaching and teaching the word of God among the house of Israel and those in authority.
And he said unto me, Son of man, go, get thee unto the house of Israel, and speak with my words unto them. For thou art not sent to a people of a strange speech and of an hard language, but to the house of Israel; Not to many people of a strange speech and of an hard language, whose words thou canst not understand. Surely, had I sent thee to them, they would have hearkened unto thee. Ezekiel 3:4,5,6
And he said unto me, Thou must prophesy again before many peoples, and nations, and tongues, and kings. Revelation 10:11
